4.� BACKGROUND: <br />�_ I Akpene Asempa holds a lease agreement for properiy at 1895 Rice Street, North. The <br />property is owned by Jeffrey Kissell, dba Kissell Construction (office in building), part of <br />a 1.02 acre multi-tenant building site. Ms. Asempa's business will accommodate with <br />such as diabetes management clients, depression, safety, and other adults who need <br />minimal assistance and/or monitoring care during the day. The day care center would be <br />open 8:00 am to 4:30 pm Monday through Friday. No person will stay overnight in this <br />facility. Ms. Asempa is seeking a license from the Mn. Department of Human Services <br />for 15 adults initially. The state requirements include 40 sq. ft. per client and staff <br />members, registered nurse to be part of staff. Generally this handicapped accessible adult <br />day care facilities have tables, chairs, kitchen and bathrooms. The permit is contingent of <br />the City's approval of the CUP (zoning), fire and building inspection of the site as well as <br />environmental review by Ramsey County. <br />4.,2 The 1.02 acre parcel is located in a B-3, General Business Zoning District, and the <br />Comprehensive Plan designates the property as Business. Adjacent land uses include <br />Hess Hair Milk (retail and manufacturing) to the north, residential to the west, a vacant <br />parcel to the south, and commercial/retail to the east across Rice Street. <br />4,3 The property is currently occupied by a 7,200 square foot multi-tenant building. The <br />proposed use would occupy approximately 1,150 s.£ (16%) of the building. The existing <br />structure has 4 tenants, over 65 off-street parking spaces are allotted to this area, and there <br />is room for a loading dock on the rear (west) side of the building. <br />4.�4 This building was built in 1960's as a restaurant/coffee shop/cafe, then converted into a <br />multi-tenant building with a Taekwando studio along the front side (east). <br />5.0 REVIEW OF PROPOSAL: <br />�. L Improvements for the adult day care would be within the existing shell of the building. <br />No new entry is proposed. <br />�,? There is adequate parking for the site, based on 5 per thousand feet of the multi-tenant <br />office building (Approximately 35 to 40 spaces would be required, 65 exist on site, <br />probably because of the first occupant, the restaurant). <br />�,3 It is anticipated that the majority of adults utilizing the services of this day care facility <br />will be dropped off. It is further anticipated that an average of 15 adults at on time will <br />be given care at this facility, which will require between 3 and 4 employees. Bus or other <br />transit will be available to clients. <br />�,�I Staff has also reviewed existing site conditions and concluded that the overall lot and site <br />exterior landscape maintenance should be upgraded (if exterioruses are to occur) for an <br />adult care facility. <br />5.� The exterior of the building will not change. <br />PF3570 - RCA 06/14/04 - Page 2 of 2 <br />
