B. Building and Fire inspections for the proposed use shall be done prior to issuance <br />of any renovation permits. The building shall meet building and fire code <br />requirements, prior to occupancy. Signage must be part of the sign package for the <br />entire building, approved by the building owner, KisselL The owner shall <br />designate (by signs in the parking lot) a minimum of ten parking spaces <br />specifically for the use of the day care facility. The spaces shall be the closest <br />existing spaces to the entry door of the day car center. <br />C. The property owner (Kissell) shall record the approved conditional use permit <br />with the Ramsey County Recorder prior to the issuance of any building permit or <br />within sixty days of approval, whichever is less (Section 1013.01-City Code). <br />D. The conditional use permit shall expire within six months of the date of City <br />Council approval if a building permit or a certificate of occupancy is not obtained <br />for the approved development (Section 1013.03 of the City Code). <br />E. The applicant must be issued the appropriate license from the Mn. Department of <br />Human Services within six months after the final approval of the conditional use <br />permit. <br />�i� PLti_LV1V11VV 1��1VllV11�.7�.71�1V A1�1101V. <br />$. I On June 2,2004, the Roseville Planning Commission held the public hearing regarding <br />the Asempa conditional use permit request. At the hearing, no citizens were present to <br />address the Commission. However, members of the Commission did ask questions of <br />staff and the applicant. Specifically, the Commission was interestedin knowing whether <br />staff had a concern with the use and its proximity to the new bus terminal in Maplewood; <br />what business currently occupy the building; and does the applicant anticipate taking <br />walks to adjacent McCarrons park of on the near-by trails (see attached draft minutes). <br />$_� The Commission voted (4-0) to recommend approval of the request by Akpene Asempa <br />for a Conditional Use Permit to allow an adult day care at 1895 Rice Street, based on the <br />fmdings in Section 6 and the conditions of Section 7 of the proj ect report dated June 2, <br />2004. <br />�.Q SUGGESTED CITY COUNCIL ACTION: <br />9, L ADOPT a RESOLUTION APPROVING a CONDITIONAL USE PERMIT allowing <br />the operation of an adult day care facility for Akpene Asempa and property owner Jeffrey <br />Kissell, located at 1895 Rice Street, based on the comments and findings outlined in <br />Section 6 and conditions outlined in Section 7 of the proj ect report dated June 14,2004. <br />Preparedby: Thomas Paschke (651-792-7074); Dennis Welsch (651-792-'7071) <br />Attachments: location map; notification map; site plan; photograph showing existing conditions, draft PC minutes. <br />PF3570 - RCA 06/14/04 - Page 4 of 4 <br />
