Radio system Project Manager Paul Kirkwold used this meeting to inform city and county elected officials and
policy makers of the current status of the pending 800 MHz radio system. Mr. Kirkwold presented various PSAP (or
dispatch center) options for consideration by policy makers and project managers.
Information was presented on four (4) best options for Ramsey County radio users to consider. Each option was
presented with pros, cons, and estimates of costs involved with each choice.
Several of the major decisions regarding dispatch options and specific radio equipment must be made in a compressed
timeline--this project is under several sunset timelines for the use of federal and state grant monies.
Mr. Kirkwold distributed a Dispatch Feedback Form which must be completed and returned to the Policy Planning
Committee by 06/16/04. The feedback provided to the Committee will be used as a basis for further decisions regarding
the form the new dispatching center(s) will take. The responses to the questionnaire are nonbinding in nature but will be
accepted as a recommendation from each agency to the Committee.
The Dispatch Feedback Form compiles data as to preferred dispatch center options and identifies any contingencies or
conditions making one dispatch center option preferable to another for our purposes.
Staff Recommendation
Police and Fire Staff recommend the completion/submission of the Dispatch Feedback Form to the Policy Planning
Committee by the 06/16/04 deadline. The Roseville Police and Fire Departments reo subscription to the Ramsey
County Interoperable 800 Base Radio System. We also recommend a preferred dispatching option of the Four PSAP —
four sites model?wThis model provides for dispatch redun ancdy aiTiy within our radio system in an emergency situation,
and allows for future dispatch contracting options by our city. Staff will also provide additional information to the Policy
Planning Committee addressing additional contingencies or conditions that would make a different dispatch option
acceptable for the police and fire emergency responders - focusing on both fiscal responsibility and the safety of our
citizens.
Council Action Requested
Police and Fire Staff request approval for completion and submission of the Dispatch Feedback Form to the Ramsey
County 800 MHz Radio Policy Planning Committee.

+
