RW Becic will worlc with City staff to conduct composition analyses. The analyses will be used to determine the type of material Roseville residents are setting out to be recycled. This will allow the City to design educational material to increase recycling in areas that may be underperforming. For instance, a study by the Minnesota Office of Environmental Assistance in 1999 found that almost 25% of residential garbage in the metro area is paper that could be recycled. Following the test period, Roseville staff will compile the participation rates and tonnages collected in each pilot area. Roseville will worlc with Waste Management to determine the net amount of material that was successfblly processed. That amount will equal the gross tonnage collected minus "out throws" and residuals. (The small quantities collected and the proprietary nature of some data will prevent any quality assessments on the finished product.) Waste Management will provide labor, equipment and operating costs for collection and processing of each collection method. Roseville staff will then condense those numbers to reach a final tally of the costs and benefits of each collection method tested. A final report on the testing, results, costs, benefits and survey results will be presented to the Roseville's Public Worlcs and Transportation Commission for recommendations on changes to Roseville's recycling program. Those recommendationswill be forwarded to the City Council for final approval. Council Action Rec�uested This is a program update, no action required.
