REQUEST FOR COUNCIL ACTION <br />DATE: 6/21 f� <br />ITEM N0: 4.d <br />Department Approval: Manager Reviewed: Agenda Section: <br />Item D�s�r��tio�: Author��ati�r� l� E��r �nt� �onCr��C f�f Q����ti�n �f th� ��ncessi�n <br />Stands at the Roseville Skating Center. <br />BACKGROUND <br />In May the concessionaire "Peake Promotions" at the Roseville Skating Center gave <br />official notice that they were discontinuing the agreement to operate the concession <br />stand at the Roseville Skating Center, Arena and OVAL. <br />Subsequently, staff advertised an RFP and received one proposal from Big Ten <br />Catering. This proposal is similar to the Peake Promotions except there are no revenue <br />sharing percentages involved. We believe this proposal would result in a successful <br />operation for the Skating Center for these reasons: <br />* Big Ten Catering is a family owned and operated entity that will be servicing this <br />operation directly. <br />+ They are familiar with the operations of RSC having done numerous banquets at <br />the facility. <br />F There are monthly guarantees for the City. <br />F The hours of operation and the products served are consistent with survey <br />information that staff has gathered from Skating Center users. <br />* Big Ten Catering will be in contact with the skating organizations and work with <br />them very closely as to open times and providing them opportunities to work as a <br />fundraising project. <br />Securing adequate service personnel is very difficult in today's operating environment. <br />We believe that this operation has all of the elements to provide a successful and <br />quality concessions operation for the Skating Center. Big Ten Catering will provide the <br />required liability insurance and has a Ramsey County Food Operators Permit. <br />POLICY OBJECTIVE <br />The proposal is consistent with the policy of providing the best possible service at the <br />lowest cost to citizens and contracting out services where these goals can be met. The <br />past history of contracting these services in the RSC supports this proposal. <br />
