There are economic <br />conditions in place and forces at work in existing <br />retail locationsthroughout Rosevillethat will <br />result in business failures, relocationsand other <br />significantchanges regardless what happens in <br />Twin Lakes. <br />Facilitator Comments <br />25 years ago, Howard Dahlgren was <br />passionatelyextollingthe virtues of Roseville's <br />location. He was telling the truth then and it is <br />still true today but the opportunities associated <br />with Roseville's location are only the beginning— <br />they get you in the game and then you still have <br />to overcome all of the other daunting <br />challenges. <br />The notion of "a window of opportunity" is real, it <br />is not a threat or a strategy. <br />Facilitator Comments <br />Outstanding Issues: <br />Is there any physical configuration or <br />mixture of types, sizes, or styles of retail <br />that will satisfy those neighborhood <br />representativeswho opposed the previous <br />proposal r� have the market viability that <br />the Development Team needs in order to <br />commit to its development, operation and <br />maintenance? <br />Facilitator Comments <br />• Some people formed their expectations <br />about acceptable and desirable land uses <br />without a complete understanding of <br />market reality and basic land economics. <br />Facilitator Comments <br />All of the alternatives require hundreds of <br />hours of refinement.
