L Since January, 2004, Rottlund Homes (Michael Noonan), as the Master Developer of the <br />Twin Lakes project, has continued to prepare a plan for review by the Twin Lakes <br />Stakeholders and a financial plan for the City Council. The Council's deadline for <br />submission and approval of these documents is September 30,2004. Consequently, there <br />are a number of important meetings with the Council and Planning Commission that must <br />occur before September 30,2004. <br />1. � Meetings have taken place with Council to spell out (in a very preliminary and cursory <br />manner) a range of financial considerations necessary to accommodate the redevelopment <br />of Twin Lakes. These discussions have briefly touched upon TIF and a variety of "gap <br />closing" strategies that could be implemented. However, Council has not provided <br />direction to staff and Master Developer that would permit the preparation of a financial <br />plan for Council's considerationby the end of September. In order to meet that deadline <br />it is necessary that Council schedule a number of topic specific work sessions to discuss <br />possible terms and conditions which could be associated with and included in a financial <br />plan. This memorandum proposes a number of possible meeting dates to further these <br />discussions. <br />l_3 On July 12, the Stakeholders will hold a final, joint meeting with the Commissions and <br />the Council to discuss the Rottlund Master Plan for Twin Lakes, and the response of the <br />Stakeholders. � ����- � ���-� <br />1.�# On July 19, Rottlund and sub-developers, as well as Jim Casserly, and other city <br />consultants�staff will present to the Council an overview of the financial plan, policy <br />issues, and gap s�°�`����,�-,� ��'-� ���eveloper's Land Use Plan as presented <br />above in 13. "`� <br />��� On August 4, at the Planning Commission meeting, the Master Developer (Rottlund) <br />will present the sketch (for discussion and direction only) of their proposed Twin Lakes <br />Master Plan and any changes that must be made to the Comprehensive plan and the <br />AUAR of 2001. <br />y.�i On August 9, review the impact of applying each gap strategy with dollar ranges or <br />
