At that time the City had numerous small farms in the community. Some raised pigs, <br />poultry, and other livestock, while others raised flowers and vegetables. The density of residents <br />was 20% of the current development pattern. The nat��ral environment could absorb the nutrients, <br />noises, and nuisances normally associated with agricultural production. Today there are no <br />agricultural zones remaining in the community. <br />1.� The City Code Section 407.02 attempts to identify nuisances affecting health, safety, <br />comfort or repose. Subsection 407.026 states that the keeping of farm animals is such a <br />nuisance. However, it does xi�t mention bees and poultry. <br />�.� City Code staff has received a number of complaints about poultry, especially roosters <br />and turkeys. Complaints �varied: fear of the birds, the noise and smell, and the animal <br />waste runoff. In addition, staffhas concerns that birds may be raised for fighting (other <br />suburban communities have experienced this cock fighting phenomena). Regarding bees, <br />the purposefulraising and keeping of bees for the productionof honey creates a serious <br />health concern for residents (especially the young and elderly) with adverse reactions to <br />bee stings. The City Code currently states that such agriculture activities cannot occur <br />within 300 feet of any residential lot. Bees obviously range further than 300 feet from the <br />man-made hive and cannot be controlled. <br />�.� RECOMMENDATIONS: <br />Because of the health and safety reasons listed above, the staff recommends changing the <br />code by adding bees and poultry to the list of farm animals which are prohibited from <br />being kept or raised in the City. <br />��� SUGGESTED COUNCIL ACTIONS: <br />31 Review draft ordinance.
