L���ar�[ n�� e [ ,� p��n����= <br />REQUEST FOR COUNCIL ACTION <br />��an�g�r R��•i�w�sl: <br />Item Description: Mold Abatement for Fire Station #1 <br />DATE: 06/21 /04 <br />ITEM NO.: 9. <br />�g�fl d a ��li�n � <br />Background: The Fire Station #1 Building has been utilized for a variety of purposes over the past 50 <br />plus years. They include functioning as the main city hall, parlc and recreation offices, motor vehicle <br />license center, as well as Roseville's Fire Station #1. Currently located in the building is the City's <br />Information Technology Center, which contains servers for the computer networlc. The basement of the <br />building had been used by a variety of groups for storage purposes. For a number of years, the City had <br />stored required archived records in the basement of this building as well. <br />Over the past couple of years, the basement has experienced water infiltration problems during heavy <br />rain events. In the summer of 2002, the water reached a depth of 3" to 4" in some areas of the basement. <br />This was not discovered in time to prevent some water damage to various storage areas. <br />In September, 2002, mold was discovered on items being retrieved from storage. An air quality <br />assessment of the building was performed due to concerns of the fungal growth. A report was prepared <br />by the Institute for Environmental Assessment. This report details the extent of the mold problem and <br />identifies courses of action. <br />Discussion: Subsequent to receiving the report, staff began preparing a request for proposals for <br />corrective action on the building. Plans were devised to remove all items that were stored in the lower <br />level of the building. This was completed in early 2003. Archived City records are temporarilystored in <br />the maintenance building. All items removed from the building by staff were cleaned as recommended, <br />and water damaged records were discarded. Items stored in the building by other groups were also <br />removed to other locations. Staff brought this issue to the Council in February of 2003, and at that time <br />was directed to seal the basement area until such time a plan for future use of the building is devised. We <br />now have a recommendation for ongoing use of the soon to be vacated areas as outlined in the report <br />from Lonnie Brokke, Parlcs and Recreation Director. <br />We have experienced an increase in the mold in the building due to recent wet weather. Strong odors <br />now permeate the upper level of the building. Immediate corrective action is needed for the basement <br />area to become available for use again and to continue to utilize the upper floor. Cleanup of the existing <br />mold as recommended and repair of the floor drain system which has collapsed causing the basement <br />water problem is necessary. The roof repairs were completed and the carpets were cleaned in 2003 to <br />lceep the upper level of the building habitable. Staff has received quotes for the remaining items and to <br />reclean the carpets of any new mold the may have migrated to the upper floor. We also recommend <br />added ventilation for the lower leveL If various groups use the lower level for storage, chain linlc storage <br />areas can also be created that would allow good air circulation for approximately $5000 depending on <br />number and configuration.
