REQUEST FOR COUNCIL <br />DISCUSSION and DIRECTION <br />DATE: ��� 12/02 <br />ITEM NO: 6. <br />DepartmentApprovaL• ManagerApproved: Agenda Section: <br />Item Description: Twin Lakes Stakeholders report on Master Plan and work with <br />Master Developer (PF 3552) - <br />1.0 REQUESTED ACTION <br />On July 12 the Council will hear a summary of the Twin Lakes Stakeholder review of the Master Planning <br />Process begun by Rottlund Homes. The presentation will be separated into 3 parts: <br />].1 City Facilitator, John Shardlow, will present a summary and have the city's consultant Mary <br />Buj old from Maxfield Associates summarize the reasons for combining retail and residential uses. <br />John will introduce Jim McCombs from McCombs and Associatesto briefly clarifythe reasons retail <br />developmentsneed major anchors to survive. <br />I,� The Stakeholders will present their individual comments to the Council. <br />1.� The Master Developer (Michael Noonan, Rottlund Homes) and sub developers will present <br />their summary and perspective on the outcome of the planning process. <br />�� BACKGROLIND <br />�.1 A Stakeholders Study of Redevelopmentwithin Twin Lakes has been underway since February of <br />2004. Approximately 35 people have meet consistently twice monthly to work with the master <br />Developer, sub developers and planning consultant John Shardlow to refine the land uses and <br />development opportunities within the 280 acres Twin Lakes area. Significant changes from a high tech <br />mixed use Business Park with 3,000 or more j obs to a residential neighborhood with 3,000 or more <br />residents and limited retail is a possibility. Roads alignments may also change. <br />Based on the discussion by the Council, Stakeholder and Master Developer input and staff <br />suggestions, a number of issues are being studied in more detail to determine whether additional <br />planning and environmental documents are necessary. The Master Developerand the City must also <br />complete a finance plan and a developmentagreement by March 31,2005. <br />x. t After review of these findings, the Master developer will present a sketch plan to the Planning <br />Commission on August 4, 2004 and then return for a concept hearing on September 1,2004, after <br />which the City Council will begin the land use decision making processes on September 13,2004. <br />3� SUGGESTED COUNCIL ACTION <br />?.
