City Council Study Session — 06/21/04 <br />DRAFT Minutes - Page 7 <br />Mayor Klausing opined that it would appear to continue the <br />City's tradition of recognizing former Mayors at a City <br />Council meeting, again opining his disagreement with <br />including it with the dedication ceremonies; noting he <br />would be voting against the motion. <br />Councilmember Schroeder reiterated his support of former <br />Mayor Kysylyczyn's request that the Rose Ceremony be <br />included as part of the dedication festivities; and <br />questioned the need for any opposition. <br />Roll Call <br />Ayes: Ihlan, Kough, Maschka and Schroeder. <br />Nays: Klausing. <br />Schroeder moved, Maschka seconded, approval of the <br />proposed 2004 Open House, Ribbon Cutting, and Plaque <br />Dedication, scheduled for Saturday, September 18, 2004 <br />from 10:00 a.m. to 1:00 p.m., as amended. <br />Roll Call <br />Ayes: Ihlan, Kough, Maschka, Schroeder and Klausing. <br />Nays: None. <br />6. Twin Lakes Redevelopment Update and Council Direction <br />(PF 3552) <br />6.a Stakeholder Panel Progress Report <br />Community Development Director Dennis Welsch <br />introduced the round table discussion participants: John <br />Shardlow, facilitator and consultant for the Twin Lakes <br />Stakeholder's Panel; and Michael Noonan, Vice President <br />with Rottlund Homes, Master Developer. Mr. Welsch <br />noted that tonight's discussion involved three aspects: 1) <br />the Twin Lakes Report of activities through June 10, 2004 <br />and proposed future activities; 2) proposed procedure to <br />schedule upcoming detailed financial plan reviews; and 3) <br />a proposed development moratorium for properties located <br />Twin Lakes <br />Redevelopment <br />Update and <br />Council Direction <br />(PF 3552) <br />Stakeholder Panel <br />Progress Report <br />
