City Manager's 2005 Budget Memo <br />Page 11 of 27 <br />agreement, this money is supposed to be used to enhance city com- <br />munications with its residents. Hence, we use these monies to sup- <br />port the WRAP and Cable Channel 16, Roseville's government chan- <br />nel, among other communication efforts. Sut these don't cost <br />$200,000. <br />In addition to continuing these communication efforts, I also recom- <br />mend we budget $25,000 to conduct a community outreach survey <br />financed not with tax levy dollars but with the cable franchise fees <br />that we already receive. This survey could take a number of forms. I <br />recommend a scientifically valid survey of resident preferences re- <br />garding such issues as their safety and their perception of the work of <br />our police and fire departments do, their attitudes toward our street <br />system and infrastructure, and similar issues. I envision a carefully <br />worded and scientifically valid survey of resident attitudes and <br />needs in order to better shape city policies. The University of Minne- <br />sota and other entities provide such scientifically valid resident sur- <br />veys. I recommend we conduct a survey of residents in even years <br />and of city employees in odd years. The data from year-to-year <br />would be tracked to measure progress or regress. <br />Alternatively, these budgeted funds could be used to support a new <br />community visioning process similar to VISTA 2000. <br />Whatever vehicle is chosen, we ought to do more with these cable <br />franchise fees to explore citizens thoughts and feelings about city is- <br />sues. <br />Council Action Recommendation #6: Council motion approving <br />[disapproving] the addition of $25,000 to the Communications <br />budget, funded not through the tax levy but from cable franchise <br />fees we already collect, to enable us to explore and track the <br />thoughts and feelings of our residents about city issues and from <br />employees about workplace issues. <br />
