City Manager's 2005 Budget Memo
of Woodhill and Western.
As reflected on the maps attached, this land is currently undevel-
oped. It contains no playground equipment. There are no active use
areas such as ballfields. There are no structures on this land. The
City continually mows this land, primarily for the aesthetic benefit of
a small number of immediate neighbors and those who walk or drive
by. I'm suggesting the City as a whole would be better served if we
explored selling this land for single family homes. This would be
consistent with the Council's desire to attract families with children
to Roseville and our Roseville school districts -- whose student en-
rollment has declined each of the last nine years.
Accordingly, by selling this land, the City:
1 Avoids future maintenance expenses, primarily but not entirely
the cost to mow and maintain the turf in these areas
2 Loses no active use recreation areas
3 Still would operate a park system with many acres of publicly-
owned passive greenspace as well as active use areas
4 Adds families with children to the community thus helping our
school districts
5 Makes money
With residential lot prices possibly ranging from $50,000 to $100,000
per lot, the City could make $500,000 to $1.5 million from such a sale.
This money could extinguish the current P&R deficit. In addition, the
revenue from these land sales could be separately accounted for and
dedicated as a fund whose investment earnings could be restricted to
funding Parks and Recreation improvements.
Council Action Recommendation #77: Council motion approving
[disapproving] a feasibility study for selling the land described
