City Council Regular Meeting — 07/12/04 <br />DRAFT Minutes - Page 19 <br />Shardlow presented a very abridged executive summary of the Panel Report <br />process and findings, encouraging the City to use more detailed <br />and the useful information gleaned from the panel discussions <br />and findings for various City studies in the future. <br />Mr. Shardlow reviewed the purpose of the Twin Lakes <br />Stakeholders' Advisory Panel to first engage and inform a <br />selected group of community representatives about numerous <br />issues that would affect the future of the project area; and <br />second to facilitate a process through which the participants <br />could provide input regarding every aspect of the <br />redevelopment project. <br />Desired Outcomes achieved, from Mr. Shardlow's perspective, <br />included a very well-informed panel; clear and comprehensive <br />information regarding the panel's opinions on a wide range of <br />project issues; a Master Developer and Development Team with <br />an excellent understanding of community aspirations and <br />concerns; and project Master Plan that incorporated, to the <br />extent possible, elements and characteristics that responded <br />positively to community input. Mr. Shardlow emphasized that <br />the panel's work was advisory to the City Council and its other <br />advisory commissions, and the City Council remained the key <br />decision authority regarding the project. <br />Mr. Shardlow provided the summary and perspectives that <br />reached consensus during the process, as well as those areas <br />where differences remained. <br />Assumptions with general consensus from the panel included <br />that the project would only proceed if it was financially <br />feasible; the project would contain a mixture of land uses; <br />Roseville's existing and projected demographic profile was a <br />given; project competition; dictation of development by the <br />marketplace (i.e., demand, pace, value, etc.); there would be <br />increased traffic on surrounding roadways and possible <br />congestion; adjacent land would drive placement of land uses; <br />residential uses would be based on market segment targets <br />related to demand, density, and types; existing problems remain <br />with "do nothing" scenarios; gross versus net site area (land <br />
