City Council Regular Meeting — 07/12/04 <br />DRAFT Minutes - Page 22 <br />number of retail shops in the area. <br />Ms. Bujold clarified that availability of retail would be an <br />amenity to people who would purchase the housing units, but <br />that that level of retail needed to draw from more than just a 1/2 <br />mile radius, and that just those neighborhood housing units <br />could not support that level of retail. <br />Councilmember Ihlan noted that this would significantly draw <br />additional traffic into a residential neighborhood. <br />Councilmember Maschka questioned Ms. Bujold, given the <br />volatility of retail, how the developer and City Council know if <br />they had chosen the best retail engine so it didn't become a <br />drain on the redevelopmentproject. <br />Ms. Bujold opined that, because retail does change, retail <br />dynamics changes (i.e., Target/Marshall Fields); new retail <br />formats are constantly occurring and overtaking previous <br />formats; and retailers understand their market and potential. <br />Councilmember <br />determined if a <br />retail. <br />Maschka further questioned how it was <br />saturation point or synergy was achieved in <br />Ms. Bujold noted that retailers clustered together fed on itself <br />when the mix was right, and rather than creating a saturation, <br />achieved a dynamic level in the market from which it drew. <br />Councilmember Maschka asked for further comment from <br />consultants regarding possible competition and impacts to the <br />Rosedale Shopping Center. <br />Ms. Bujold deferred to Mr. McCombs, <br />Consultant Jim McCombs of McCombs Group <br />Jim McCombs of the McCombs Group, whose past 30 years of <br />experience in retailing nationwide and in Canada, included his <br />participation in the team with the Dayton Hudson Corporation <br />who initially developed the Rosedale Center. <br />
