City Council Regular Meeting — 07/12/04 <br />DRAFT Minutes - Page 25 <br />Members of the Stakeholders' Panel and Roseville Citizen <br />Advisory Chairs and Commissioners <br />Mayor Klausing welcomed Panel and Advisory Commission <br />members to the table for their comments. <br />A1 Sands, James Addition Resident <br />Mr. Sands and four other panel members provided a written <br />"minority" report to Councilmembers as a bench handout. Mr. <br />Sands summarized the report, opining that the process and its <br />results were flawed and not representative of the City of <br />Roseville. Mr. Sands advised that his panel peers, Ta�.n <br />McGehee, Tim Kotecki, and Larry Sullivan would each speak <br />respectively on those components that they felt represented their <br />minority position, including whole housing project/financing; <br />current retail atmosphere; traffic situation; with Mr. Sands <br />commenting on the entire process and how it evolved, with <br />presentation of a proposed alternative plan that would be all <br />housing at this time, allowing for future office development <br />when the economy had recovered sufficiently to support it. <br />Mr. Sands, as a Twin Lakes resident, opined that there was <br />enough retail in the trade area, and that the proposed <br />redevelopment was at the wrong time, in the wrong place, and <br />the wrong proposal. Mr. Sands supported a Request for <br />Proposals (RFP) process in accordance with the City's <br />preferences for redeveloping the area. Mr. Sands further opined <br />that Mr. Shardlow and the other consultants and their proposal <br />for a"big box" retailer, were not recommending a development <br />project that would comply with the City's Master Plan, its <br />Comprehensive Plan, and did not represent the highest and best <br />use of the property. Mr. Sands provided the Council with his <br />comparisons on tax increments for housing versus retail <br />projects; and further expressed the need to protect those major <br />retail centers already in the City. <br />Mr. Sands concluded by requesting that, when the City's <br />Development Attorney, Jim Casserly, prepares financials for the <br />proposed Concept Plans, that the "minority's" alternate plan for <br />a housing exclusive plan be given consideration; opining that <br />the City Council would be pleasantly surprised and needed to be <br />Redevelopment <br />Project: <br />Comments from <br />Members of the <br />Stakeholders' <br />Panel and <br />Roseville <br />Citizen <br />Advisory <br />Chairs and <br />Commissioners <br />
