City Council Regular Meeting — 07/12/04 <br />DRAFT Minutes - Page 35 <br />Mr. Johansson recognized the Council's concerns, but opined <br />that in understanding retail development, the Rosedale trade <br />area was considered 100% feasible space, and that since retail <br />was not a weak market, and retail changes prove to be positive, <br />there would be no competition with the potential lessees at <br />either existing shopping center. <br />Mayor Klausing thanked the development team for their <br />comments. <br />9. Twin Lakes Moratorium Ordinance <br />Community Development Director Dennis Welsch reviewed the <br />need to address ongoing development and/or redevelopment <br />within the Twin Lakes area; reviewed the definition and <br />purpose of a moratorium that addressed only new projects being <br />considered in the Twin Lakes study area; and the time frame of <br />approximately one year for a moratorium, or upon repeal by the <br />City Council. Staff recommended that the City Council hold <br />the first reading and gather additional input. <br />Councilmember Ihlan sought clarification of the proposed <br />interim ordinance, and where it would be applicable for land use <br />approvals and formal applications, and whether it included <br />application from the development team. <br />Discussion ensued related to interim uses; and the review and <br />permitting processes. <br />City Attorney Anderson clarified the intent and provisions of <br />the proposed ordinance in putting a hold on the application <br />process for permit requests and the City's legal obligation to act <br />within sixty days, in an effort to protect the planning process in <br />the Twin Lakes area, as addressed in Section 3 of the staff <br />report dated July 12,2004. <br />Mayor Klausing opined that the City Council wanted to prevent <br />inconsistent uses from coming forward in the Twin Lakes <br />development area, thus the need for the moratorium. <br />Councilmember Ihlan opined her preference that the master <br />Twin Lakes <br />Moratorium <br />Ordinance <br />
