Policy �1� Fulfilling Goals, Objectives, and Unmet Needs <br />When considering whether to offer redevelopment or financing assistance, the City should <br />consider whether the redevelopment is consistent with the City's goals, objectives, and unmet <br />needs. Many redeveloping cities offer assistance as a way of ineeting their needs. In some <br />instances, the decision to provide assistance is in response to the private marlcetplace's <br />unwillingnessto fully meet the City's goals and objectives on a marlcet-drivenbasis. <br />Identifying when to provide assistance adds integrity and credibility to the process, and also <br />sends a clear message to citizens, developers, and other interested parties as to what types of <br />circumstances should be present before the City will consider assistance. <br />For purposes of discussion, potential goals and obj ectives might include: <br />a) Creating affordable/workforce/single-family housing <br />b) Improving transit and transportation routes within the area <br />c) Establishing a stronger tax base <br />d) Creatingprofessional/technical jobs <br />e) Improvement of environment <br />� Access to public amenities <br />Policy #2: When to Use RedevelopmentAssistance <br />The City should consider the circumstances under which it is prepared to offer public assistance. <br />Would it be to cleanup contaminated soils, or perhaps to clean up blight? Or improve <br />underutilized properties? Or would it be to prepare a site for redevelopment (i.e. "level the <br />playing field"), by participating in the acquisition of land or the reimbursement of infrastructure <br />costs? <br />For purposes of discussion, potential factors in determining whether to offer development <br />assistance might include: <br />a) Clean up contaminated soils <br />b) Clean up general blight <br />c) Improve underutilized properties <br />d) Prepare a site for development ("level the playing field") <br />e) Improve physical and visual access to the site with added infrastructure <br />� Competing with less costly sites in other communities <br />It should be noted that the City must adhere to the uses permitted by State Statute. <br />� <br />
