Department Approval: <br />� � <br />�- <br />REQUEST FOR COUNCIL ACTION <br />Manager Reviewed: <br />DATE: 7/26/04 <br />ITEM NO.: 3 •k <br />Agenda Section: <br />Consent <br />Item Description: Declaring costs for proj ects to be assessed in 2004 and ordering <br />preparation of assessment rolls <br />Background: Eachyear the city holds public hearings to consider assessments for completed <br />proj ects. That process usually begins in July so final consideration of individual assessments can <br />be completed by the end of September. It is recommended that assessment hearings be held at <br />the re�ularly scheduled council meetin� �tember 13,2004. This will a11ow sufficient time <br />to review the assessment rolls prior to final adoption at the September 27,2004, regular council <br />meeting. The proj ects involved in this year's assessment proceedings include: <br />P-ST-03-02-61 <br />P-ST-03-02-68 <br />West Victoria Frontage Road, Sandhurst Avenue to dead end <br />Pineview Court, Dale Court to cul-de-sac <br />Policy Objectives: Each year assessments are considered for projects constructed the past <br />season. Assessment rolls must be adopted by September 27,2004, to allow for a 30-day <br />pre-paymentperiod. Following the pre-paymentperiod, assessmentrolls are certified to Ramsey <br />County for collection. The County requires that this certification be done by November 15 in <br />order to a11ow them enough time to add the assessments to property taxes. <br />The first step in the assessment process is consideration of a resolution declaring costs to be <br />assessed and ordering preparation of assessment rolls. <br />Financial Implications: All projects are proposed to be assessed consistent with the City's <br />assessment policy. Most of the work involves 2003 Pavement Management Program (PMP) <br />proj ects for which 25% of the costs for residential street improvements and will be assessed with <br />the remaining portion financed by the Infrastructure Replacement Fund. <br />Schedule: The 2004 assessmentprocess is suggestedto proceed accordingto the following <br />schedule: <br />July 26 <br />August 9 <br />Resolution declaringcoststo be assessed, orderingpreparation of <br />assessment rolls <br />Resolutionreceiving assessmentrolls, settinghearingdates <br />August 10 Mail notices to affected property owners <br />
