REQUEST FOR CITY COUNCIL ACTION <br />DATE: 07/26/04 <br />ITEM NO; 8. <br />Department Approval Agenda Section: <br />CB/DPW <br />Item Description: A request by the City of Roseville to amend the COMPREHENSIVE <br />LAND USE PLAN fc� appro�mately 135 acre area known as the <br />McCarrons Neighborhood, adding a Master P1ai fc� future uses (PF 3578). <br />1.0 REQUESTED ACTION <br />1.1 The City of Roseville has requested approval of a Comprehensive Land Use Plan <br />Amendment for the approximately 135 acre McCarronsNeighborhood Master Plan area <br />which is attached. <br />1.2 PROJECT REVIEW HISTORY <br />■ Neighborhood Task Force and Stakeholder meetings <br />■ Roseville Housing & Redevelopment Authority review and adoption — May 18,2004 <br />■ Preliminary reviewed by Planning Commission — June 2,2004 <br />■ Planning Commission: Hearing and RecommendationApproval 6-0 —July 7,2004 <br />' Anticipated City Council Action —July 26,2004 <br />2.0 SUMMARY OF COMPREHENSIVE PLAN AND STAFF <br />RECOMMENDATIONS: <br />2.1 The Roseville Planning Commission held a hearing on July 7,2004, regarding a <br />Comprehensive Land Use Plan Amendment for the McCarrons Neighborhood Master <br />Plan which will provide direction for the redevelopment (over 15-20years) of sites in <br />three development areas and phases as outlined in the attached study area map. The Plan <br />does not change any mapped land use designations, but does provide detail on the <br />types of uses and timing for each use. The Commission recommended approval 6-0. <br />Previously, the Roseville Housing & Redevelopment Authority adopted the McCarrons <br />Neighborhood Master Plan on May 18,2004 with the recommendation that it be <br />incorporated into the City Comprehensive Plan. <br />2.2 The Plan provides a vision for development that is fle�ble with the opportunity for <br />implementation in a phased approach over the ne� 2 to 20 years. The Plan includes an <br />estimation of the number of units of housing, types of housing, square feet of commercial <br />uses and open space in three development areas. It is anticipated that the development <br />will not evolve exactly as identified in the Plan. The Plan is a guide to future <br />development and redevelopment. The Plan should remain flexible as to the location <br />and intensity of development, limited only by the maYimum capacities in this Plan. <br />Each of the three development phases is planned to be market-based unless the City and <br />PF3578_RCA_072604 Page 1 of 3 <br />
