1. Project Study Purpose <br />The quality of life in our residential neighborhoods is of interest to a11 residents, but especially <br />those in neighborhoods where there is a more complex mix of land uses and building types. In <br />these areas, redevelopment and change must be "context sensitive" — blending in with the <br />existing uses and architecture. And, these issues that affect one neighborhood (or development <br />area) usually affect many neighborhoods and community priorities. Roseville recognizes that we <br />are linked together and consequently it is important that residents, property owners and <br />developers create mutually acceptable solutions. <br />The McCarrons Neighborhood Plan (the Plan) <br />was developed through a series of public <br />meetings with the input of many stakeholders <br />over a one year period beginning in 2003. <br />Driven by the Dennis Gupti 12.64 acre site <br />(200'x 5"76') at 185 McCarrons Boulevard, the <br />Plan area was expanded to more accurately <br />reflect and anticipate the longer term <br />neighborhood needs and changes. <br />The purpose of a "McCarronsNeighborhood <br />Study" has been to engage residents, property <br />owners, neighborhood groups, business owners and developers in formulating a future <br />development plan for the areas surroundingthe property at 185 N. McCarrons Blvd and is <br />referred to at the "study area". Within this study area current conditions have been reviewed — <br />neighborhood features, housing types, condition of housing, values, demography of residents, <br />traffic and environmental conditions such as water, noise, air quality. In addition, the study <br />reviewed future land uses for not only 185 N. McCarrons but other sites such as the Armory, <br />commercial sites on Rice Street and other underutilized or at risk residential sites. The study <br />"process" attempted to bring together different land owners, churches and public agencies such <br />as the city, watershed district and school district, to partner in planning the future of the area. <br />The study was estimated to take four months to complete and would include at least two <br />neighborhood meetings. The end result of the study would be a comprehensive plan amendment <br />(if needed) for the area and ultimately a developmentplan for 185 N. McCarrons. <br />2. Summary of Future Land Use Vision <br />The Plan provides a vision for development that is fle�ble with the ability for implementation in <br />a phased approach over the ne� 5-20 years and is a result of reviewing the components <br />explored during the study process. The Plan includes an estimation of the number of units of <br />housing, types of housing, square feet of commercial uses and open space. It is anticipatedthat <br />the development will not transform exactly as identified in the Plan. The Plan is a guide to <br />future development and redevelopmen� The Plan should remain flexible as to the location <br />and intensity of development, limited only by the maximum capacities in this Plan.
