6.3 Use existing Local Development Corporation funds to assist in the development of <br />some affordable owner andlor rental housing on the site. <br />6.4 Purchase the property from the owner in its current condition and partner with non- <br />profit or private developers through a RFP (request for proposal) process. <br />6.5 Work with the Galilee Church regarding possible partnership efforts in development <br />of the site. <br />6.6 Encourage the owner to develop the site as high density residential and provide a loan <br />for the demolition of the structuresto help the owner prepare the site for <br />development. The Roseville Fire Chief is interested in using the home as a training <br />burn. The developer can receive a donation tax credit for giving the house (not the <br />land) to the Fire Department. However, there are still cleanup costs associated with <br />this option. <br />6.7 Do nothing. The property may end up going through the court system which only <br />allows the site to be cleaned up to code but the house and property would likely <br />remain vacant and under-utilized. <br />7. History of Neighborhood <br />The history of the neighborhood has been shaped by McCarrons Lake and Rice Street — a radial <br />from the north suburbs directly to the State Capitol and St. Paul. The first homes built around the <br />lake in the early 1900's were cottages. County roads were built around McCarrons Lake. With <br />roads in place, estate homes were built around the lake and ramblers were built clustered around <br />McCarrons Boulevard in the 1950's and 60's. The Villa Park area was once a ski j ump <br />rlPatinatinn <br />McCarrons School #29, a two room wood structure, <br />was constructed in 1906 on the site of the present <br />Armory to support the children within this area. The <br />school is named after the Charles McCarron family <br />who came to Minnesota in 1850. Charles was a dairy <br />farmer and the first homesteader on the lake. <br />On Rice Street, Hess Hair Milkwas establishedby � �� <br />Frank Hess in 1906 and moved to it's currently <br />location in 1921 as the first manufacturing company <br />in what would become the City of Roseville. The company made a hair tonic that restored gray <br />hair to a more natural color. The Hess site is on the City's Heritage Trail. In the 1950's Hess <br />was j oined by H and Z Equipment along Rice Street and at the north eastern part of McCarrons <br />Lake. Later, a number of multi-tenant office and retail buildings were also constructed. Galilee <br />Lutheran Church was built on the comer of North McCarrons Boulevard and Rice Street in 1963. <br />Final Version 6 July 26, 2004 <br />
