and supported by the most recent growth in senior population, there is a demand for at least 800 <br />additional senior housing units. <br />The McCarrons Plan study area has over 100 multifamily units. The proposed proj ect will <br />provide the basis for future redevelopment and a system of connections between existing and <br />new housing, essential services and employment through transitlinkages and public pathways. <br />This proposal is consistentwith the surroundinguses and the objectives approved in the City <br />Comprehensive Plan to provide a mix of different housing choices (Life Cycle Housing). <br />As a part of the City and RHRA program to encourage choice and opportunity in housing, the <br />developers of this proj ect must agree to market and promote this senior housing proj ect to <br />Roseville residents for at least 60 days prior to marketing to the broader community. This has <br />effectively been done through area faith based and senior organizations such as churches and <br />senior centers. The developer must also agree to participate in the Senior Housing Regeneration <br />Program (SHRP) which provides a link between single family homes being vacated by seniors <br />and purchased by first time buyers. The developer must promote the SHRP as part of the proj ect <br />sales program and include information regarding the program to each potential purchaser or <br />renter in the proj ect. <br />12. Parking: <br />The redevelopment of Guptil site should minimize the surface parking area to reduce lot <br />coverage when possible. Underground or in building parking is encouraged for multiple <br />residential developmentsto maintain as much green space and pervious surface as possible. On <br />street parking is not to be encouraged. Shared parking and driveway access between the Galilee <br />Church and Guptil site should be encouraged if feasible. <br />13. Public Open SpaceJTrails: <br />Any redevelopment within the study area should incorporatepublic open spaces and connectivity <br />to existing and new neighborhood and trail systems. Public access shouldbe provided to and <br />from all open space areas. Appropriate landscaping and streettrees will be provided in a11 public <br />roadway areas and trails consistentwith the City of Roseville Street Tree Master Plan. <br />The existing pond at the Guptil site should be enhanced and include a walking path with benches <br />to the benefit of the new residents. In addition, easements should be provided for a pathway <br />between the Guptil site, the Church and the Armory. <br />14. Quality Design Standards: <br />It is critical that the first phase of development set the standard for quality and innovative design <br />that will be carried out throughout the entire study area as redevelopment occurs. The designs <br />are to be residential and human scale with the mass and height of buildings to match the context <br />of the existing construction where possible. <br />Final Version 13 July 26,2004 <br />
