Mayor Klausing discussed the schedule to allow public input regarding the issue, and encouraged citizens to provide staff with written comment or questions that weren't addressed to-date for inclusion in the Council packets for more comprehensive review opportunities. City Manager Beets noted that he had envisioned the City Council refining and achieving consensus on some of the policies and proposed gap strategies for the benefit of the community and the development team prior to receiving formal public comment, in addition to allowing time to adequately notice the meeting. Mayor Klausing noted that no final decisions would be made at the August 9, 2004 meeting, but would be to gain public input prior to final Council decisions. Councilmember Ihlan opined her desire to hear public input on financial issues, particularly tax increment financing and eminent domain in the context of the proj ect, and whether they were considered appropriate. A1 Sands, 2612 Aldine Street Mr. Sands noted that he had e-mailed an analysis he had prepared on land uses and increased tax rates with more housing, rather than retail. Mr. Sands requested the Council consider his analysis.
