City Council Study Session — 07/19/04 <br />DRAFT Minutes - Page 23 <br />City {i.e., aging population) and questioned whether they could <br />financially support the proj ect. <br />Mayor Klausing discussed the schedule to allow public input <br />regarding the issue, and encouraged citizens to provide staff with <br />written comment or questions that weren't addressed to-date for <br />inclusion in the Council packets for more comprehensive review <br />opportunities. <br />City Manager Beets noted that he had envisioned the City <br />Council refining and achieving consensus on some of the <br />policies and proposed gap strategies for the benefit of the <br />community and the development team prior to receiving formal <br />public comment, in addition to allowing time to adequately <br />notice the meeting. <br />Mayor Klausing noted that no final decisions would be made at <br />the August 9, 2004 meeting, but would be to gain public input <br />prior to final Council decisions. <br />Councilmember Ihlan opined her desire to hear public input on <br />financial issues, particularly tax increment financing and eminent <br />domain in the context of the proj ect, and whether they were <br />considered appropriate. <br />A1 Sands, 2612 Aldine Street <br />Mr. Sands noted that he had e-mailed an analysis he had <br />prepared on land uses and increased tax rates with more housing, <br />rather than retail. Mr. Sands requested the Council consider his <br />analysis. <br />Mayor Klausing noted that Mr. Sands had provided sufficient <br />information and the Council would consider it as part of their <br />ongoing discussions. <br />9. 2005 Budget Review Session: City Council, Administration <br />and Finance <br />Due to the lateness of the hour, City Manager Beets <br />recommended that this item be moved to the ne�t regular <br />meeting of July 26,2004; Councilmembers concurred. <br />2005 Budget <br />Review Session: <br />City Council, <br />Administration and <br />Finance <br />
