City Council Study Session — 07/19/04 <br />DRAFT Minutes - Page 25 <br />higher-level employees, noting that if it was the Council's intent <br />to include all employees, the proposed form may not be <br />appropriate. <br />Mayor Klausing concurred with Councilmember Ihlan's <br />comments, and while recognizing Councilmember Schroeder's <br />comments, respectfully disagreed with a need to include all <br />employees. Mayor Klausing recommended that the Council <br />proceed as previously outlined, and revise or expand the process <br />at the next evaluation if it was deemed prudent. <br />Councilmember Schroeder opined that is would be easier to cut <br />back than to expand at a later date. <br />Councilmember Maschka opined his preference for including the <br />proposed 20 individuals as presented. <br />Councilmember Kough opined that to provide a fair evaluation, <br />at least half of the employees should be included, but noted that <br />some would not respond. <br />Councilmember Schroeder noted that the City Council was <br />moving in the right direction in the evaluationprocess. <br />The Chair ruled consensus and so directed staff to proceed as <br />outlined by City Manager Beets, with the list of twenty <br />management-level employees to be provided with an evaluation <br />form. <br />11.
