REQUEST FOR CITY COUNCIL ACTION <br />DATE: 07.26.04 <br />ITEM NO; 3.d <br />Department ApprovaL Manager Approved: Agenda Section: <br />DW1DM �� �,�'� CONSENT <br />Item Describtion: Electrical Insnection Service Contract 2004 <br />l.a BACKGROUND <br />1.1 On July � J��r 2004 the current contract with North Metro Inspections, Inc. for electrical <br />inspection services will expire due to the retirement of its owner, Mr. Richard Nelson. <br />�.�,� <br />The six cities that used North Metro in the past (Roseville, Arden Hills, Little Canada, <br />North Oaks, North St. Paul and Shoreview) have recently completed a R�'P brocess <br />involving 20 submittals and the interviewing of four finalists. Tokle Inspections, <br />Incorporated was the finalist each city representative agreed to recommend to their <br />respective city counciUcity manager for the offering of a contract. All six cities contract <br />independently for electrical inspection services but have developed a similar contract for <br />service. Tokle Inspections, Inc. currently provides electrical inspection services for the <br />cities of Brooklyn Park, Brooklyn Center and Champlin, <br />1.2 The proposed service contract with Tokle Inspections, Inc. runs from August 1 S`, 2004 <br />through December 31'�, 2004 and includes requirements that the contractor maintain <br />insurance, provide an annual report and carry an electrician's license. There are n� <br />changes in the current permit fee structure. Electrical permit fees last increased in 1995. <br />The City passes these costs of doing business on to the building contractor as part of the <br />electrical permit charges. The City retains 20% of the electrical permit fee, passing the <br />remaining 80% on to Tokle Inspections, Inc. <br />1.3 The Council annually considers this service contract at the last regular meeting of the year <br />and accepts any comments fi-om the applicant or interested persons. <br />2.0 STAFF COMMENT <br />2.0 The staff has reviewed the alternatives, particularly j ointly hiring a contractor, or, adding <br />another inspector to handle electrical and some building inspection activities. While this <br />may pay for itself, there is no guarantee that building levels will be as high as previous <br />years. The staffrecommends that this alternative may be premature. This alternative <br />should be evaluated annually as the service contract comes up for review in December. <br />3.0 STAFF RECOMMENDATION <br />3.1 The staff recommends approval of the 2004 five month service agreement with Tokle <br />Inspections, Inc. to be reviewed annually in December. <br />Electrical Contract p7202004.doc Page 1 of 2 <br />
