Should the Council choose to implement this recommendation, we will
do our best to maintain levels of service as close to existing as possible; however, we feel
there will be service level impacts. We do not feel the productivity of two employees can be
compensated for by the addition of one skidsteer and consolidating snowplowing operations.
Snow and ice control accounts for three-fourths of one position (out of a total of 18
maintenance operator positions in public works) for our street system for the entire snow
season. While an additional skidsteer would reduce a number of scheduling conflicts
throughout the year, we feel the impact on total productivity would be minimal, as compared
to the loss of two maintenance workers in Public Works and Parks Maintenance.
Our maintenance divisions provide a wide range of services to Roseville residents. Their
workload is continuous throughout the year with exceptionally high demands in the warmer
seasons. We are open to suggestions from the Council of areas in which a reduction of
services or service levels may be acceptable. At the Council Meeting we will be prepared to
discuss any or all of ow service areas, as we try to meet available resources. We are here to
carry out the programs and services as defined by the Council and community. We will strive
to be as efficient and cost effective as possible and will not hesitate to recommend reductions
where efficiencies can be gained or where services can be provided at a reduction in cost. We
have struggled to meet increasing maintenance demands due to additional infrastructure,
changing expectations, and new mandates for storm water, sanitary sewer, and water utility
operations.
We feel we provide exceptional services at a very competitive cost, as compared to other cities
or services that are available from the private sector. We frequently analyze and compare our
unit costs to other service providers.
 Page 1
