Citv Mana�er Recommendation # 21: To Eliminate One Full Time Maintenance Position from the <br />Parks and Recreation Staff- essentiallyreducing from six full time Parkeepers to five to maintain our 30 <br />Parks and vast recreation facilities in the city. <br />Impact Statements: <br />RosevilleParks and Recreation Maintenance is "Maintenancefor Recreation" and that is what <br />RosevilleParks andRecreation is gearedup to do. Rosevillehas an extensiveRecreationProgram that <br />requires extensive Maintenance Support that is immediate and free of obstruction levels. <br />Reprioritizing the work would be required. RosevilleParks and Recreation currently has six full time <br />positions to care for 30 extremely active Park and Recreation areas with high community demand and <br />expectations in addition to numerous facilities, i.e. <br />0 5 park picnic shelters <br />o Nature Center <br />o Arboretum <br />o Gymnastics Center <br />o Brimhall and Central Park Gymnasiums <br />0 9 park wanning/program houses <br />0 2 concession stands <br />0 26 playgrounds <br />0 26 irrigation systems <br />o extensive trail system <br />An adjustment in the level of upkeep, maintenance and development of community Park and Recreation <br />areas would need to occur. More than likely it would occur in the area of general fine grooming, ballfield <br />maintenance, response time to citizens, preparation efforts for programs such as the flower planting, <br />weeding, etc. <br />Impacts that would be more than likely occur would be: <br />■ A decline in the care and maintenance of community resources can result in an appearance of neglect <br />i.e. supplement to volunteers on the Lexington Avenue's blooming boulevard, park I. D. signage <br />flowers, trimming of areas in a timely fashion. <br />• A decline in response time to community citizens, resources to complete tasks in a timely, expected <br />and accustomed to fashion. <br />• Decline in number of programs offered due to the maintenance assistance for support, i.e. the need for <br />maintenance personnel to assist in the set up, preparation, etc. of Recreation programs and facilities is <br />required, i.e. tournaments, special events, flower planting efforts, clean ups, etc. (i.e. prep necessities) <br />■ The expansion and enhancements at the Arboretum required a commitment to maintenance and to <br />maintain what we had but not to expand. Substantial work was completed over the last two years as <br />the Council accepted the current maintenance level when the project was accepted. To eliminate this <br />position would require a lesser level of maintenance spread throughout the Park and Recreation <br />System. <br />; The ability to respond to an emergency situation may become difficult <br />+ The dilemma of being an increased reactive department rather than proactive operation <br />• Decline of community image �� <br />
