bargaining unit. The Police Officers group through an arbitration award received a wage
increase of 3% for 2004.
Description of Proposed Areement
The proposed agreement includes the following:
l. Thecontract term to be from 1/1/04 —12/31/04.
2. Wages will increase 2.5% for 2004, effective Ul/04. The 2004 total
adjustment is derived through benchmarks of other Stanton V comparable
municipalitieswith settlements for 2004. Supporting documentation from the
Stanton survey and staff survey are enclosed for your convenient reference.
3. For the City contribution for insurance the language is as follows. The
EMPLOYER will contribute up to a maximum of five hundred twenty
dollars and sixty-eight cents (520.68) per month per employee for Calendar
2003, or the same amount which it contributes for all other City employees,
whichever amount is greater.
4. The annual uniform allowance will increase 2.5% going from $656 to $672
effective Ul/04.
Policv ImDlications
Each year the City budgets for wage and benefit adjustments for all employees. The
adjustments stem frm the best information known or anticipated from the metro labor
market and labor settlements.
The City's compensation policy obj ectives include:
Internal Equity — maintaining a compensation and benefit package that is as
consistent as possible between the City's three union and two non-union groups.
External Equity- maintaining a compensation and benefit package that is
competitive with outside organizations.
Focusing on these objectives reinforces the City's ability to pay a wage based upon the
duties performed. The objectives also support positiveworking relationshipswith
employees and support employee morale.
The 2004 proposal reflects both policy objectives to the best of the City's ability within
the current budgetary restraints.
