Staff Approval: <br />CB/DW <br />REQUEST FOR COUNCIL DISCUSSION <br />Manager Approval <br />Item Description: Roseville Housing Summit <br />Summarv of Information <br />DATE: 08/23/04 <br />ITEM NO: 9.a. — 9.f. <br />Agenda Section: <br />Roseville Housing Summit <br />The "Housing Summit" is designed to be a roundtable discussion between the City Council, <br />HRA, Ramsey County, School District representatives, non-profit housing organizations and <br />members of the Roseville Citizen Advisory Commissions with the purpose to focus on housing <br />issues in Roseville. <br />Staff will provide a brief summary of the history of housing, current and past housing plans, <br />demographic data and a stimmaty of the draft multifamily study. In addition, }�R,A staff will <br />provide a summary of the purpose and establishment of the HRA, the housing plan goals and <br />programs, what they have accomplished in the last year and a half and a summary of the 2005 <br />budget and recommended levy request. <br />In addition to the staff presentations, members of the summit should be prepared to discuss the <br />most pressing housing issues and challenges observed over the past several years. Those issues <br />include: <br />� the deterioration of multi-family housing stock (both rental and ownership) <br />� increase in student housing and the issues that are associated with that type of housing <br />. increase in the non-homestead single family housing and code compliance <br />. public infrastructure maintenance and its affect on housing values <br />. decreasing school enrollment and the relationship to the Roseville housing stock and <br />demographics <br />Staff has identified several tools that can be implemented to address these issues. These tools do <br />not come without budget impacts. In light of the generallevy budget crisis, staff is suggesting <br />that a portion of the HRA levy be used to implement some of the tools to address the housing <br />issues. The new housing programs, estimated costs and methods to fund them will be discussed. <br />A presentation has been included in your packet along with a series of attachments.
