City Council Regular Meeting — 08/09/04 <br />DRAFT Minutes - Page 12 <br />for Voluntary Investigation and Cleanup (VIC) or <br />Voluntary Petroleum Investigation and Cleanup (VPIC) <br />and why the City must wait for redevelopment to occur to <br />address contamination or why the City or the Ml'CA can't <br />force cleanup of a contaminated site. <br />Discussion included noting that none of the sites are <br />included as Superfund sites; soil borings performed to-date; <br />types of contamination; and the remediation process used <br />by staff, the MPCA and developers; grant funds used to- <br />date and available for future cleanup; and costs for <br />investigation and determination of responsible parties. <br />6.c Traffic Update Traffc Update <br />Rottlund Homes Vice president Michael Noonan <br />introduced Mr. Steve Wilson of SRF Consulting Group, to <br />provide background information and expert analysis of <br />components related to traffic counts under various <br />development scenarios at Twin Lakes. Mr. Rottlund <br />provided a bench handout to facilitate this discussion, <br />which consisted of: Existing average daily traffic volumes; <br />2020 no build (background traffic only); Twin Lakes <br />AUAR ADT (2020); revised development and roadway <br />concept 1 ADT (2020); revised development and roadway <br />concept 2 ADT (2020). <br />Discussion included forecasting and data assumptions <br />related to Fairview Avenue and County Road C; traffic <br />generated by different land uses and the source of those <br />numbers; site-specific supplemental information from the <br />Institute of Transportation Engineers; quantification of <br />through streets and impacts to local streets; size and type of <br />roadways; land uses related to traffic generation; impacts to <br />Lydia Avenue from Fairview and Snelling Avenues; and <br />type of retailers and their regional draw; the "Krispy Kreme <br />syndrome" related to uncertainty of data forecasting <br />depending on the regional draw; and impacts to quality of <br />life issues. <br />6.d All-Housing Option All-Housing Option <br />Rottlund Homes Vice president Michael Noonan provided <br />
