preservation services and inspections on absentee landlord properties. Ifthere are 4,600 approved <br />rental units and another 250 non-homesteaded single family rental u�its,$48,000 in new program <br />support revenue could be generated. Thi s will be opposed strongly by apartment proj ect owners <br />and managers on the basis that they are being singled out, that they have high vacancy rates, and <br />because the fee will be passed on to their tenants —many of whom barely can meet the monthly <br />rent now. A resolution to the opposition would be to have a credit applied to complexes for <br />compliance. <br />8. The city could also place a surcharge on new rental unit building permits to absorb the cost of <br />initial set-up of the inspection service for the new building. <br />9. The city could establish a special service district defined as all multi family zones in the city and <br />charge them a flat annual fee for the service. This may only be possible through special <br />legislation. <br />3.0 RECOMMENDED ACTION: <br />This is a very important topic as our community matures. The staff recommends that this topic be <br />discussed thoroughly and a City CounciUMayor and HRA consensus be found, before we <br />spend much more time on it. The City Attorney and staff also have information to share from <br />research with other communities. <br />4 <br />
