City Council Regular Meeting — 08/09/04 <br />DRAFT Minutes - Page 19 <br />Revenue Bonds; <br />• Consideration will be given to the use of Special <br />Assessments; <br />• Consideration will be given to reducing the <br />contingency fund with a maximum reduction not to <br />exceed one percent (1%); <br />• Consideration will be given to a minimal reduction <br />in City administrative fees, but only after a detailed <br />review of city-incurred costs as a result of the <br />proj ect; <br />• Consideration will be given to approaching the State <br />of Minnesota regarding funding for off-site <br />improvements to the County Road C exit off of I- <br />35W; <br />• Consideration will be given to the use of a hazardous <br />substance sub-district, supported by Revenue Bonds <br />as a sole source of funding; <br />• Consideration will not be given to the use of any <br />City funds as loans to the project (identified as Gap <br />Strategy #11); and <br />• Consideration will be given to the availability and <br />use of Environmental Remediation grants. <br />Mr. Casserly clarified that the motion maker's intent was <br />that the City would not hold a Revenue Note, but that they <br />were not opposed to someone else in the market place <br />holding that note. <br />Councilmember Maschka concurred with Mr. Casserly's <br />interpretation. <br />Councilmember Ihlan reiterated her opposition to <br />committing additional costs for consulting fees without <br />public comment. Councilmember Ihlan adamantly urged <br />the City Council to schedule a public hearing immediately <br />prior to consideration of any additional financial aspects of <br />this project. <br />Councilmember Kough concurred with Councilmember <br />Ihlan. <br />
