City Council Regular Meeting — 08/09/04 <br />DRAFT Minutes - Page 24 <br />meeting to receive public comment prior to development of <br />a plan; provided a historical perspective on the evaluation <br />of the City's TIF' Plan; and commended the City's past use <br />of that TIF' policy when used in the proper context. <br />Mayor Klausing reiterated his commitment to hearing <br />additional public comment on this proposed project. <br />6.h Enactment of a Moratorium Ordinance <br />Community Development Director Dennis Welsch <br />reviewed the purpose of the moratorium ordinance in <br />clarifying time for the Council-selected Master Developer <br />to have more time to complete the public planning process, <br />stipulating one year in duration, unless terminated or <br />extended by City Council action. <br />Councilmember clarified that the moratorium in no way <br />impinged upon an individual's ability to sell land or do <br />estate planning, just didn't allow another property owner <br />from pulling a permit; Mr. Welsch concurred. <br />Councilmember Maschka noted that, with previously <br />moratoriums enacted by the City Council, they had been <br />terminated prior to the one year term; Mr. Welsch <br />concurred. <br />Discussion ensued regarding a newspaper article earlier <br />today referenced by Councilmember Kough, with response <br />by City Attorney Anderson; properties included in the <br />moratorium area; size of the area; and permitted uses. <br />Mayor Klausing opened the meeting to public comment on <br />this issue. <br />A1 Sands, 2612 Aldine <br />Mr. Sands spoke in opposition to including the land east of <br />Fairview Avenue in the moratorium. <br />Community Development Director Welsch responded that <br />adjoining property values outside the immediate <br />redevelopment area and exterior borders were just as <br />Ordinance 1309 <br />Development <br />Moratorium <br />Twin Lakes <br />Master Plan Area <br />
