City Council Regular Meeting — 08/09/04 <br />DRAFT Minutes - Page 26 <br />Mayor Klausing spoke in support of the motion, opining <br />that this action serves a public purpose, allowing the land to <br />remain status quo until further studies can be completed. <br />Councilmember Kough spoke against the motion, opining <br />the additional requirements on existing landowners, and <br />limitations on potential developers. <br />Roll Call <br />Ayes: Maschka, Schroeder and Klausing. <br />Nays: Ihlan and Kough. <br />Recess Recess <br />Mayor Klausing recessed the meeting at approximately 10:20 <br />p.m. and reconvened at 10:30 p.m. <br />7. Budget Worksession #2: Discussion Topics Include Police, <br />Fire, Fire Relief <br />City Manager Beets reviewed the 2005 Budget process to-date as <br />the Council receives a general overview and reviews each <br />specific city department. <br />City Manager Beets reviewed the Public Safety Functions of the <br />city, and his recommendations for staff increases, reductions or <br />changes, as well as any operational changes. Mr. Beets noted <br />that the public safety portion of the budget represented a majority <br />of levy dollars, while serving as a significant contributor for the <br />quality of life of Roseville citizens. <br />POLICE DEPARTMENT BUDGET <br />City Manager Beets had three recommendations for the Police <br />Department Budget, including reduction of one full-time <br />equivalent (FTE) civilian staff person; maintaining the reduced <br />level of overtime allotments; and authorization for a staff study <br />of the current ranking within the department, with possible <br />revisions presented to the City Council for their consideration <br />after that study was completed. <br />Discussion ensued related to City Manager Beets' <br />recommendations, including the number of sworn positions and <br />Budget Work <br />Session #2: <br />Discussion Topics <br />Include Police, <br />Fire, Fire Relief <br />
