City Council Regular Meeting — 08/09/04 <br />DRAFT Minutes - Page 30 <br />Councilmember Schroeder spoke of the apparent confusion <br />regarding intent of what a"Council Work Session" should <br />include, what business should be conducted or discussed, and <br />how the meetings could be more streamlined. Councilmember <br />Schroeder personally noted that his understanding was that a <br />Work Session was for the purpose of the Council "listening" to <br />upcoming business items that needed further explanation, rather <br />than "approving" various items, whether on consent or following <br />discussion. Councilmember Schroeder also questioned whether <br />Public Comment and/or Approval of Minutes from previous <br />meetings were appropriate to include on a Work Session Agenda. <br />Councilmember Schroeder noted that, if the Council was to take <br />action on Land Use items, a Work Session meeting could be <br />called a Council Meeting, and there would be no need for a <br />Work Session. <br />Councilmember Maschka concurred with Councilmember <br />Schroeder's comments; opining his personal preference for a <br />Work Session agenda that concentrated on 2— 3 major items, <br />with only pertinent business items conducted at a Work Session <br />meeting. <br />Mayor Klausing expressed his personal preference that the Work <br />Sessions focus on presentations; but recognized staff's intent to <br />incorporated business items in an effort to reduce the time <br />required at regular business meetings. Mayor Klausing <br />suggested that, as a part of a larger discussion related to Council <br />meetings in general, Councilmembers needed to determine if it <br />was more prudent to ask questions of staff in public forum, or if <br />those questions could be addressed with staff prior to the <br />meeting. Mayor Klausing thanked Councilmember Schroeder <br />for his recommendations on Work Session format. <br />Councilmember Schroeder sought consensus on his <br />recommendations; and concurred with Mayor Klausing's <br />comments related to Consent Agenda items needing clarification <br />being addressed with staff prior to the meetings. <br />Councilmember Maschka questioned whether the Public <br />
