City Council Study Session — 08/16/04 <br />DRAFT Minutes - Page 10 <br />patchwork approach. Mayor Klausing concurred with previous <br />comment that Ramsey County look at a more state-wide or <br />regional effort, rather than municipality by municipality. <br />Councilmember Ihlan reiterated the intent of tonight's discussion <br />as an effort to allow Roseville to provide input to Ramsey <br />County prior to their discussion on a regional level. <br />Councilmember Ihlan encouraged the business community to <br />provide input to Ramsey County; but cautioned the City Council <br />to monitor the uniformity of regional or state-wide discussions <br />and actions for their residual impact on the City of Roseville and <br />whether the regional approach was feasible. <br />Councilmember Ihlan strongly encouraged comment via phone <br />or e-mail to Commissioner Wiessner. <br />Further discussion briefly ensued regarding definition of "bar" in <br />City ordinance; impacts to the City of Maplewood and White <br />Bear Township; and ramifications for local zoning ordinances <br />and business expectations. <br />Councilmember Ihlan <br />discussion and forward <br />Commissioner Wiessner. <br />volunteered to summarize tonight's <br />that information to Ramsey County <br />7. Budget Worksession #3: Discussion Topics Include Public <br />Works, Parks and Recreation <br />City Manager Beets reviewed the overall approach to the <br />preliminary 2005 budget discussions and reviewed the available <br />sources of the proposed budget for public review and <br />information. <br />City Manager Beets reviewed various policy issues outlined in <br />the staff report dated August 16, 2004 and specific applications <br />for the Public Works and Parks and Recreation Departments to <br />be highlighted for discussion at tonight's meeting. City Manager <br />Beets reviewed the discussion format used for previous <br />department-specific discussions, with his recommendations <br />presented, followed by Department Head comment and impacts <br />of the recommendations, followed by Council discussion and <br />public comment. <br />Budget Work <br />Session #3: <br />Discussion Topics <br />Include Public <br />Works; Parks and <br />Recreation <br />
