City Council Study Session — 08/16/04 <br />DRAFT Minutes - Page 25 <br />was an excellent facility, and proposed that prior to the City <br />Council making any budgetary decisions, he and several Midway <br />Skating Club Board members would like to meet with Council <br />representatives and staff to discuss the Club's situation and the <br />future of the OVAL. Mr. Cushman advised that he will <br />coordinate with staff to set up a meeting for further discussion. <br />Mr. Cushman further encouraged Councilmembers, whether <br />discussing the golf course or OVAL, to remember the product — <br />the athletes or children served. <br />John Davies, 767 Heinel Drive (and wife, Ida) <br />Mr. Davies eloquently spoke in support of the HANC, as long- <br />term homeowners in Roseville, and for support of continuing <br />with a full-time Naturalist at the HANC. Mr. Davies spoke in <br />support of an increased tax levy to ensure the continued priority <br />in educating citizens and making them aware of the <br />environmental impacts and consequences of personal decisions <br />and actions. Mr. Davies urged the City Council to continue to <br />provide the means to continue honoring the bequest of the late <br />Harriet Alexander and the generous efforts of numerous citizens <br />and their contributions to this source of pride in Roseville. Mr. <br />Davies opined that the Council would be justified in increasing <br />the tax levy to continue providing an environmental educational <br />perspective, rather than reacting rashly to the short-sighted <br />financial juggling on the part of state government in reducing <br />and/or eliminating state aids. <br />Ernie Willenbring, 832 Lovell Avenue <br />Mr. Willenbring opined that elimination of a full-time Naturalist <br />position at the HANC, which served as a gem for Roseville, <br />would reduce the number of volunteers serving the HANC. Mr. <br />Willenbring noted that not all of the volunteers were Roseville <br />residents, and the HANC drew from a regional volunteer pool. <br />Mr. Willenbring further opined that the volunteers needed <br />direction from a full-time Naturalist, and planning and <br />programming was just being implemented to create more <br />awareness of the HANC and increase usage, with ultimate <br />increased revenues reflected. <br />Mr. Willenbring concluded his comments by encouraging the <br />
