A new right turn lane
for westbound to northbound traffic was identified as a potential option to provide some level of
mitigation to this site, by better serving the proj ected 458 hourly traffic count for this movement.
As shown in the table below, installationof this right turn lane would cause an overall
intersection delay reduction of a significant 10 seconds per vehicle. Examination of the
animation modeling also shows that with a new right turn lane in place, there is fir less
likelihood that the southbound right turn traffic exiting the SuperTarget lot will be trapped by
queued through and right-turning vehicles on County Road B.
Table 7
CapacityAnalysis of Snelling and County Rcad B with Added Exclusive Right Turn Lane
AM. The 860 feet must accommodatethe left turn lane storage for the west to southbound
turners at Snelling Avenue and the east to northbound 1f tuners at State Farm Road. In
addition, a taper between the left tnn lanes must be provided. For optimal traffic operations, it is
necessary that the 11 tum lanes be constructedto the maximum possible lengths.
The traffic analysis results were reviewed to determine the queue length requirements in each
direction. Based on the split of traffic and the overall operations at the two signalized
intersections, the urn lane storage lengths should be allocated with 60% of the available distance
Page 8
