.�� <br />7. When approving a residential Planned Unit Development, require better quality with <br />established criteria for open space, a"sense of place", and quality materials. <br />8. Encourage the development of well-designed multiple family dwelling proj ects which are <br />compatible with adjacentuses. The following criteria should be considered when <br />reviewing proposals for multiple family dwelling construction within the City: <br />�. Structures should have access to at least one collector level street so that traffic <br />generated by the complex will not exceed environmental and traffic thresholds of <br />minor residential streets described in the Transportation Plan. <br />b_ Adequate usable open space should be provided on the site or public paxk/open <br />space should directly adjoin the site. <br />�. The floor area standard should define the amount of requited open space in <br />comparison to the density of units. <br />�. Adequate pedestrian access to adjoining or nearby (within'/a mile) retail/service <br />areas should be provided. <br />�. The use of underground parking (with adequate safety measures) should be <br />encouraged to reduce the volume of outside parl�ing and separate garages as a <br />means of improving the general residential character of multiple family <br />development. <br />� Impacts on adj oining single family areas should be limited by increased side yard <br />setbacl�.s and landscaping; front and rear separation by streets, commercial or <br />industrial development; or parks and open space. <br />g. Higher density development should be required to include such improvements as <br />masonry exterior, higher window and wall insulation packages, underground <br />parking, more usable open space than normally required, porches, landscaping, <br />underground parl�ing, and amenities packages within each unit. <br />Ix, Building design standards should be used which contribute to neighborhood <br />openness, communication, and interaction. <br />i, Design and pexformance standards should provide adequate height and setback <br />combinations for situations where tallex multi-family units are proposed as infill <br />proj ects adj acent to single family areas. Such infill should be limited to medium <br />density (or lower) projects. <br />9. Within the Capital Improvement Program, when available, add or match funds for proactive <br />residential improvement loans and grant programs. <br />10. Require fair housing practices. Disperse types and scale of housing units within the City for all <br />ages, in all stages of the life cycle. Discourage high concentrations of low and modest cost housing <br />in any portion or neighborhood. <br />� <br />
