REQUEST FOR COUNCIL DIRECTION/DISCUSSION <br />DATE: �r 13/04 <br />ITEM NO: 10, <br />Department ApprovaL• Manager Approved: Agenda Section: <br />r������ J�� � <br />Item Description: Update on Twin Lakes (Rottlund) Land Use and Financial <br />Analysis (PF 3552) <br />1.0 REQUESTED ACTION - DIRECTION <br />1.1 Based upon Council direction and discussion on August 9, staff, city <br />consultant Jim Casserly, Rottlund Companies and Rottlund's financial, <br />architectural, engineering, and environmental consultants have been working <br />together to revise and refine the Twin Lakes Land Use plan and respective <br />financial analysis based upon that plan and the Council's identified gap <br />strategies. The following will be provided for Council discussion as an <br />update on the Twin Lakes development and financing process: <br />a. Master Developer, Rottlund Companies will provide a summary of the <br />most recent land use plan to gain Council's feedback prior to formal <br />submission to the Planning Commission as a Concept PUD in October. <br />Rottlund will sum�narize their neighborhood "focus group" meetings <br />where participants on the Twin Lakes Stakeholders Panel were invited <br />back to discuss specific land use modifications and re�nements. <br />b. City finance consultant, Jim Casserly with Krass Monroe will provide <br />a summary of the most recent financing plan and current gap strategy <br />analysis and outline steps necessary to complete a refined plan for <br />consideration under the obligations of the master developer agreement. <br />Mr. Casserly would like Council feedback on the current financial <br />analysis as well as details needed to be able to present an <br />understandable financial picture for the general public as part of the <br />September 20 scheduled public hearing, and prior to a final <br />discussion\action on September 27,2004. <br />PF3552 - RCA (09-13-04) - Page 1 <br />
