City Council Regular Meeting — 08/23/04 <br />DRAFT Minutes - Page 23 <br />back" home owners (seniors returning to Roseville for <br />rambler-style, one-level homes); and the changed lives <br />represented by recent homes developed for Applewood <br />Pointe. <br />Staff presentation and discussion items included permit <br />revenues declining over the last year; increasing multi- <br />family calls for code enforcement issue; resources available <br />to fund implementation and administration of a multi- <br />family rental licensing program; incentives to rental <br />housing owners for compliance (i.e., rebates or additional <br />staff time to generate compliance) and applicable fee <br />structures; increasing college student housing and parking <br />issues; inability to identify single family homes being used <br />as rentals until they show up on the Ramsey County data <br />base. <br />Councilmember Maschka requested that staff research the <br />City of Bloomington's rental licensing fee and program. <br />Mr. Jan Vandenvall encouraged more research into the 550 <br />children in the Roseville school district identified as being <br />in rental housing, that were also in substandard rental <br />homes; and income-level considerations. <br />Further discussion included the smaller, multi-family <br />proj ects (4 — 8 units) and their lack of play equipment <br />and/or open space and limited parking; and how those units <br />attracted younger families due to cost and income. <br />Mayor Klausing noted that, while tonight's meeting had <br />only "scratched the surface," it had reminded him of the <br />challenges and potential future impacts that originally <br />motivated his service as a publicly elected official. <br />After further discussion, participants dispersed, following <br />Mayor Klausing's expressed appreciation on behalf of <br />Councilmembers and staff. <br />City Manager Beets noted that School District <br />representatives from Mounds View and Roseville had been <br />
