Staff presentation and discussion items included permit revenues declining over the last year; increasing multi- family calls for code enforcement issue; resources available to fund implementation and administration of a multi- family rental licensing program; incentives to rental housing owners for compliance (i.e., rebates or additional staff time to generate compliance) and applicable fee structures; increasing college student housing and parking issues; inability to identify single family homes being used as rentals until they show up on the Ramsey County data base. Councilmember Maschka requested that staff research the City of Bloomington's rental licensing fee and program. Mr. Jan Vandenvall encouraged more research into the 550 children in the Roseville school district identified as being in rental housing, that were also in substandard rental homes; and income-level considerations. Further discussion included the smaller, multi-family proj ects (4 — 8 units) and their lack of play equipment and/or open space and limited parking; and how those units attracted younger families due to cost and income. Mayor Klausing noted that, while tonight's meeting had only "scratched the surface," it had reminded him of the challenges and potential future impacts that originally motivated his service as a publicly elected official.
