City Council Regular Meeting — 08/23/04 <br />DRAFT Minutes - Page 25 <br />Councilmembers have the "feel" of the community; <br />and want to be involved in the policy-setting of the <br />community for current and future improvement. <br />Mayor Klausing recognized the talents and abilities of <br />the HRA and encouraged the Council's use of those <br />talents, while maintaining the equilibrium of the City <br />Council and tone. Mayor Klausing further opined that <br />his interpretation of the Council/HRA relationship was <br />not one of the Council dictating to the HIZA, but more <br />of a collaborative relationship with a free flow of <br />information, assessment, comment, discussion and <br />solutions. <br />Chair Majerus noted informal discussions he and <br />Mayor Klausing had had regarding past HRA actions; <br />and reiterated his support of enhancing communication <br />between the groups; opining that all were pushing in <br />the same direction. Chair Majerus noted the <br />substantial information-gathering and research <br />provided and reviewed by the City Council, and <br />sought input on the most effective way to provide that <br />enhanced communication, whether through better <br />communication summary sheets; better understanding <br />of policy and operational procedures for the HRA to <br />accomplish the policy set by the City Council; and to <br />keep clear directives between both bodies. Chair <br />Majerus expressed a desire that the HRA serve as a <br />valuable asset in and to the community. <br />Councilmember Kough, as an initial supporter of the <br />HRA, opined his continued support of the HRA as an <br />important part of the future of Roseville. <br />Councilmember Kough questioned the speed at which <br />the HIZA was moving, the funds requested, and <br />accountability and best use of those funds. <br />Councilmember Kough opined that he preferred <br />projects to be identified, then funds requested, and was <br />uncomfortable with the process used to-date, and <br />questioned whether the HIZA was attempting to <br />achieve the Council's or the HRA's programs and <br />goals.
