Chair Majerus opined that the HRA and City Council had an obligation to each other and the citizens of Roseville to cooperate and collaborate together. Chair Majerus noted that it helped HIZA Commissioners to educate themselves around their translation of policies and priorities as set by the City Council, and through cooperative efforts with other agencies to move forward in an effort to best serve the community in the short and long-term. Ms. Kelsey noted that, since the HRA's inception, they had gone through strategic planning exercises as a new group; and that the three major issues identified tonight were all previously identified by various sources during the HRA's strategic planning process. Ms. Kelsey noted that, even though the HRA was not an elected body, they were in day-to-day communication with the community, residents and business owners, as well as other agencies and entities. Ms. Kelsey used the property at 2012 Eldridge as a specific example of the process, noting that the condemnation proceeding was initiated by neighborhood comment to the HRA, as the neighbors sought help.
