City Council Regular Meefing — 08/23/04 <br />DRAFT Minutes - Page 2 <br />Hearing and would be proposing such by motion. <br />Councilmember Schroeder expressed his preference for <br />discussion regarding the process prior to adoption of a motion <br />scheduling a hearing date. <br />Mayor Klausing, with Council consensus, moved Agenda Item <br />No. 10 to Agenda No. 8.5. <br />There were no other changes to the agenda. <br />Public Comment about City Issues Public Comment <br />Mayor Klausing called for public comment by members of the about City Issues <br />audience on any non-agenda items. <br />A. Tam McGehee, 77 Mid Oaks Lane <br />Ms. McGehee referenced and provided an overhead <br />proj ection of a brochure apparently prepared in 2002 by <br />staff and Peter Musty marketing Twin Lakes properties and <br />redevelopment parcels for various housing units. Ms. <br />McGehee opined that the brochure outlined a plan offering <br />more housing options, rather than including retail <br />components, and that it was more viable than the design <br />being offered by the current Master Developer. Ms. <br />McGehee further opined that this type of development <br />would be a more palatable and appropriate design on which <br />to use taxpayer monies. Ms. McGehee further encouraged <br />Councilmembers to provide an open forum for citizen <br />input, and for public opinion as to whether the City should <br />purchase land in order to control development for the long- <br />term growth and development of the City. <br />Ms. McGehee concluded by noting that the perception of <br />many older homeowners was that the City was attempting <br />to move them out of their homes, and making them feel <br />like "second class" citizens; and opined that this was poor <br />policy and short-sighted on the part of the City Council. <br />Ms. McGehee further opined that the Council and HRA <br />should take the public monies requested and offer <br />assistance to existing elderly homeowners to upgrade their <br />current homes; and put in higher-end housing in Twin <br />
