Mr. Kysylyczyn <br />opined that there were permanent reductions made <br />by the City Council over the last two years to <br />address a portion of the state aid reductions, and <br />questioned what had happened to those reductions; <br />opining that the City was not dealing with an actual <br />$700,000 deficit, and requested that an accurate <br />number be referenced and used. <br />4) New spending: Mr. Kysylyczyn was of the opinion <br />that the proposed 2005 Budget represented some <br />new spending, and asked that staff identify where <br />new spending is, and what it is, to allow the public <br />to more clearly understand the budget (i.e., City <br />Manager Beets' incentive program for merit pay <br />increases to staf�. <br />Mr. Kysylyczyn referenced the comments made by <br />residents at previous meetings in support of increased taxes <br />to continue receiving current or increased service levels, <br />but asked that staff provide more detailed information on <br />how and where the money was being spent, at which time <br />he may be able to support that position as well. <br />2.
