i��a Item Description: REQUEST FOR CITY COUNCIL ACTION �l; Manager Approved: Halloween Bon Fire Permit Request from: B-Dale Club, 2100 North Dale Street DATE: 09/22/04 ITEM NQ: 3.f Agenda Section: CONSENT 1.0 2.0 Background The B-Dale Club has submitted their annual Bon Fire Permit request for Halloween, 2004 (Application letter is attached) The Roseville City Code, Section 404.02 (Open Burning), Subdivision D(Institutional Recreation Burning Permits), states: "The City Council, after review by the Fire Chief and/or Fire Marshal may issue institutional recreation burning permits for schools, social clubs and other organizations, in situations where unique circumstancespreclude the ability of the institution to meet the standards of the Code. Conditions may be attached to the permit." The Roseville Fire Marshal has reviewed the request for the bon fire at the B-Dale Club during the time frame of October 31, 2004, 6:00 p.m. to November 1,2004, Noon. The City Council approved this permit request in 2003 with the conditions. In the past the Council has not deemed it necessary to notify the neighbors in the immediate vicinity. Staff Recommendation Staff recommends that the Roseville City Council direct the Fire Marshal to issue a bum permit to the B-Dale Club, pursuant to Roseville City Code Section 404.02, for October 31,2004 to 12:00 noon on November 1, 2004a permit with the condition as outlined below. a. The only materials allowed to be burned are natural vegetative materials, no larger than 12 inches in diameter. b. No upholstered furniture is to be placed upon the pile. c. Pile diameter is not to exceed thirty (30) feet. d. Wind speed at time of lighting fire, as measured by the National Weather Service 952-361-6708, shall not be in excess of ten (10) mph. e. Unless there is an emergency, Roseville Fire Dispatch is not to be contacted other than to inform them of the fire being ignited. £ The fire shall, at no time, be allowed to smolder. g. The fire and ALL embers shall be doused and completely extinguished by 12:00 noon, November 1,2004.
