REQUEST FOR COUNCIL ACTION <br />DATE: 9/27/04 <br />ITEM NO.: 9. <br />Department Approval: Manager Reviewed: Agenda Section: <br />�� <br />Item Description: Continued public hearings for special assessments <br />Background: On September 13,2004, the City Council held public hearings to consider the <br />assessment rolls for 2003 improvementprojects. A copy of the project list is attached. At the <br />public hearings, each individual project was presented and discussed. A separate hearing was <br />held for each improvement and time was provided for testimony from affected properiy owners. <br />There were no written or oral testimonies provided at the hearing. The Council continued final <br />action to the September 27,2004 meeting. <br />Policy Objectives: The assessment roll presented to the Council has been prepared in <br />accordance with the City's assessment policy. All assessment standards were followed in its <br />preparation. <br />Financial Implications: These projects have been financed using a combination of special <br />assessments and infrastructurefunds. Financing for the individualprojects is consistent with <br />City policy and practice. <br />Staff Recommendation: It is recommended that the Council approve the attached resolution <br />which adopts the assessment roll. <br />RECOMMENDED COUNCIL ACTION: <br />Approval of a resolution adopting and confirming 2004 assessments for improvements P-ST-03- <br />02-61 and P-ST-03-02-68. <br />Prepared by: Debra Bloom <br />
