In the recitals to this Contact is a number of "whcrcas �Z1�u�" <br />provid'mg an mdication of the goals and t�e objectiv�es of the parties m entiering into t�is Contract. <br />Articic 7 of ihe Contract states tltat the: <br />Redevelopershall take the followingactions: <br />(a) By September 30,2004: <br />Complete work with an Advisory Stakeholder'Task Force to be appointed by thc Council <br />(tr� include praperty owners, residcnts, neighborhood groups, bu� �v� a�d <br />developers) in frnmulating the Implcmentation Plan. <br />.
