City Council Regular Meeting — 09/13/04 <br />DRAFT Minutes - Page 20 <br />concurred with the comments of City Attorney Anderson <br />regarding definition of shopping center use; further opining that <br />the Twin Lakes project was different from this project in that no <br />public subsidy was being requested. Mr. Kysylyczyn further <br />opined that, since no public monies were requested, staff should <br />be allowed to work with the developer to revise the plan <br />accordingly. <br />Todd Guerrero, 2474 Hamline Avenue N <br />Mr. Guerrero disagreed with whether the City needed a <br />SuperTarget and questioned whether it fit with the City's needs. <br />Mr. Guerrero spoke against changing the Comprehensive Plan to <br />accommodate Target's needs; and encouraged keeping Roseville <br />more of a small town community, rather than building <br />superstores in the community. <br />Gale Pederson, 929 Roselawn Avenue W <br />Ms. Pederson opined that Target had proven a good business <br />partner for the City of Roseville, provided a good tax-base, and <br />while bigger might not be better, the City shouldn't lose them as <br />part of the community. Ms. Pederson further opined that the <br />City couldn't afford to send business to other communities; and <br />that since "T-1" was the first store and was built in Roseville, <br />which should stand for something in the community. Ms. <br />Pederson concluded by stating she would hate to see the City of <br />Roseville lose Target Corporation as a partner in the community. <br />Mayor Klausing closed public comment related to this item at <br />8:38 p.m. <br />Councilmember Schroeder opined that it appeared there was an <br />attempt to micro-manage the project to influence broader <br />concepts. Councilmember Schroeder further opined that the <br />question wasn't whether to trust Target Corporation, but whether <br />to trust staff. Councilmember Schroeder stated that the City had <br />a professional staff, and the Council needed to trust them. <br />Councilmember Schroeder opined that the current Roseville <br />Target store was too small; parking was an issue; and he <br />questioned why the money shouldn't be invested in Roseville, <br />rather than elsewhere. <br />
